no need to pay.you ask ask the counter officer to re-schedule to next flight and tell them the reason that you can not catch up the flight. but note: if you decide to take the other day flight, you may have to pay the air port construction fee.

YOu can ask the counter. But you'll be told you can change the plane if there are seats available. (now, I think always available)
