You still need TOEFL, unless you have had an undergraduate degree from a school in which the primary teaching language is English.

hi, david, It depends very much on schools. .But most schools I have seen require that you have a degree from English speaking countries. I have also seen some small schools that can easily give you a waiver if you go to talk to their graduate director and he happens to like you. Schools in US are very flexible in this, but for good schools, there are usually very strict rules because there are too many applicants

Actually, TOEFL is not such a hard test, especially when someone have lived in North America for 3 years. Needed or not, there is no difference.

don't agree. To get a high score in TOEFL, you need Training, training and training. Most Americans can't get as high score as Chinese students in structure.

TOEFL 确实是考英语能力的。到多伦多后我考了两次，听力长了40分。一点练习也没有做。Training 可以提高，但是将来还得补课。

Partly agree with you. I think, when your English does not reach the level of TOEFL's requirements, what you need is Training, Training and Training.But when you really reach that level, you need little training.
From my personal experiencees, when I took my 1st TOEFL test in college, I got 603 after tons of Training. On the contrary, when I took TOEFL last year in Toronto, I got 273 ( =643 in paper test ) with only 4 days of preparation.
I don't wanna say TOEFL training is not important. But if you live in a English enviroment and keep practice, training is much less significant than before.

1. For US schools, no difference at all. 2. Cannot understand your question correctly. If it is for US schools, still no difference. If it is for Canadian schools, you will be considered landed immigrant right after your landing.
